Ranulf Flambard (ponekad navođen kao Ralph Flambard, Ranulph Flambard ili Ranulf Passiflamme;[1] o. 1060 – 5. septembar 1128) bio je normanski biskup Durhama, poznat kao jedan od najmoćnijih ministara na dvoru engleskog kralja Williama Rufusa. Ranulf se rodio kao sin svećenika u normandijskom gradu Bayeuxu; nadimak "Flambard" (što otprilike znači "Zapaljivi" ili "Bakljonosac") se ponekad tumači kao opis njegovog karaktera. Karijeru je započeo pod vlašću Williama I Osvajača, te se vjeruje kako je mogao sudjelovati u sastavljanju Domesday Booka, a možda bio i čuvar kraljevskog pečata. Nakon smrti Williama I, Ranulf je odabrao služiti njegovog sina Williama Rufusa u Engleskoj.

Pod Rufusom je nastavio čuvati kraljevski pečat i dobio sve veću ulogu u vođenju državnih financija, gdje se istakao inovativnim metodama podizanja prihoda. Preuzeo je upravljanje niza ispražnjenih crkvenih položaja, pa je jednom vodio čak šesnaest biskupija i opatija. Zbog brojnih dužnosti je postao i glavni sudac Engleske. Pod Rufusom vladavinom je Ranulf nadzirao izgradnju prvog kamenog mosta u Londonu kao i kraljeve dvorane u Westminsteru. Godine 1099. je za zasluge dobio biskupiju Durham.

Nakon Rufusove smrti 1100. godine Ranulf je uhapšen i bačen u londonski Tower od strane Rufusovog brata i nasljednika Henryja I. Ranulfu se to dogodilo jer je bio prikladni žrtveni jarac za Henryjeve podanike nezadovoljne financijskim nametima Rufusove vladavine. Ranulf je, međutim, postao prvi zatvorenik kome je uspjelo pobjeći iz Towera; utočište je pronašao u Normandiji kod Henryjevog brata i suparnika, vojvode Roberta Curthosea. Ranulf je postao Robertov glavni savjetnik i pomagao mu u neuspjeloj invaziji Engleske. Kada su se braća pomirila Ranulf je formalno vraćen na mjesto biskupa, ali je u Normandiji ostao sve dok Henry nije porazio Roberta u bitke kod Tinchenbraya. Ranulf se nakon toga vratio u Englesku, ali se potpuno povukao iz političkog života, posvetivši se u potpunosti crkvenim poslovima.
